I make no remarks on Claning's ease on which he ought
to be heard first if he wishes, but I regret to note that a
great laxity of discipline appears to have prevailed in the
Medical Department. Many of these matters ought to have been
before reported to Government by the Colonial Surgeon who
seems to have taken a great deal of authority upon himself
in pardoning and overlooking offences. Prompt report to
Government saves a great deal of future trouble in a be-
partment.
